Unesco recently launched the Global Open Access Portal (GOAP). Funded by the Governments of Colombia, Denmark, Norway, and the United States Department of State, the portal is designed to provide a snapshot of the status of Open Access (OA) to scientific information around the world and assist policy-makers in learning about the OA environment.  The portal highlights critical success factors,  opportunities and potential barriers to the implementation of Open Access initiatives.
