Terms of Reference

The mandate of the Task Force is to advance the Canadian Health Libraries Association (CHLA) / Association des bibliothèques de la santé du Canada (ABSC) vision for a National Network of Libraries for Health (NNLH).

The Task Force builds on the groundwork laid by the NNLH Steering Group (2000-2002). The Steering Group brought together representatives from Health Canada, CHLA, Association of Canadian Medical Colleges (ACMC), Association pour l'avancement des sciences et des techniques de la documentation (ASTED) and Canada Institute for Scientific and Technical Information (CISTI) under a Health Canada coordinator to begin to build a business case and develop the concept of NNLH.

It is recognized that developing and implementing NNLH will require commitment and sustained effort extending well beyond the Task Force mandate.

The Task Force will:

  • Develop and implement a campaign to promote the proposed NNLH
  • Identify and enlist champions for the NNLH
  • Position the NNLH proposal, or components thereof, with the appropriate government agency
  • If successful in positioning NNLH, the task force will help create a model for service delivery, organization and fit with existing library services
  • If unsuccessful in positioning NNLH, or components thereof, the task force will:
    • critically assess whether the impediments overwhelm the opportunities for implementing the proposal
    • advise the Association board on future options or strategies
  • Seek to identify funding mechanisms to develop and sustain a NNLH
  • Communicate regularly and effectively with the membership of CHLA/ABSC

Term:

The Task Force term has been extended to the Annual General meeting of 2006.

Reporting:

The Task Force will report:

  • through the co-chairs directly to the Board
  • to the winter and pre-conference Board meetings
  • to the Annual General Meetings, with reports which will be published in JCHLA/JABSC and on the Association website
  • to the Association members through the Association's website and the listserv CANMEDLIB.
